Don't CEM's want to take on everyone's capacity ... I mean isn't their model based on economy of scale and flexibility of combined operations? Surely the DE?? contract will be music to their ears? The Western plants may be at risk ... but the facilities in the East will surely look attractive?

The initial parts of such deals are usually done in secret to minimise employee concern at the thought of divestment. Announcement surely means both parties like the look of the prospect?
