Microsoft puts out a free tool that does essentially the same thing
Steadystate... google it. We currently use it on kiosk computers, but you could use it for what they are pushing it for.

You could also deploy group policies that prevent what these people are doing. With ghost you can push images out to machines if need be, etc.

BTW: Dumb terminals, do not have hard drives, just memory sticks with limited capacity. They also rely soley on servers.
