If it's good enough for the IRS...

PINs. You can electronically sign your tax returns with a PIN. Different from social security number, used in conjunction with correctly spelled out name (sounds stupid, but you have no idea how many women forget to change their name on the social security card then try to e-file their tax return under their maiden name and it gets bounced back). birthdate, and social security number. If all 4 identifiers (to recap: name, SSN, birthdate, PIN) match their records, it's valid. If not, sorry.

If it's good enough for the IRS, who can jail you if they don't like what you reported, then it's good enough for voting.

One PIN per person, one vote per PIN. Done.

If there's fraud during the course of the election...well that's par for the course considering the last two presidential races, isn't it?
