Technically, maybe. However, it's only available as part of a television bundle (and it costs a bundle). The bandwidth available to non-television communications is at most 20 Mb/s and the price is several times what plain ADSL costs for slightly more bandwidth.

Plus, if you go the VDSL route, you're stuck with MSN. Period. Complete with Microsoft's restrictions on use of non-MS services and non-MS systems.
