Is taking advantage of the situation a crime?
The "one throat to choke" situation is ironic, because more often than not it is the customer who is held in a choke-hold by the vendor. It's easy to understand the reason: problems with an enterprise system can disrupt a customer's entire business, whereas a problem with a single customer only affects a small portion of the vendor's revenues. So the customer is the one with the most to lose in a fight.

There are many companies out there who pay the increases because they know that THEY can't do a better job internally. Whether it is weak management, expensive local labor, or lack of foresight, the end result is that the customer CANNOT support themselves, so they pay through the nose. Is this wrong?

The vendors do all they can to prevent the customer from having other options. Poor documentation and expensive training are the standard ways of preventing a customer from supporting themselves. Underhanded maybe, but it's still not a crime.

There's lots of short-sighted and foolish behavior going on in the management ranks today, this is just another symptom.
