needs to grow even if it is government subsidized. There is no reason with the technology we have today that there should be anything even resembling capacity shortages.
Broadband providers want to sell all they can but then not put enough money into it to provide what they promised.
The Internet is too important to let capacity be an issue - PERIOD. I don't have all the answers but I know throttling is not the path we need to go down. And everybody needs to have equal rights to use the infrastructure. It would be like saying you can only drive so many miles a month on the highways and then we are capping you and you have to stay home.
