Exaggeration?
OK, so outsourced tech support sucks, and some of the techs may have heavier accents than others, but to say they can't speak English is quite a stretch. Take the tech support factor aside, there is still this residual historical colonial delusion for most Caucasians that everyone should speak his/her European language fluently. And the biggest offenders are the English and Americans. We're in the 2000's and this still happens all the time, guess somethings don't ever change, alas.
