Not a good enough reason
Really, the fact that Windows 7 is not anything new is hardly a reason to upgrade to Vista. When you are supporting 15000+ clients (workstations and laptops), why break what's already working? Users tend to hate fundamental changes to how their work environment looks and feels...and given the fact that an organization of that size has many, many custom built applications, what good reason do they have for jumping on board Vista?

Just cause nothing better is coming out of Microsoft? Hardly a compelling business case.
