Telecommuting will work, but is needs a slight modification.
Training and management support are only part of the solution. Some workers have both the discipline and facilities to work from home, but many require an outside office away from the distractions in the home in order to be productive. They also need reliable network access. Home internet providers can not be counted on to fix problems with the timeliness required for professional workers. They can barely keep cable TV working???

These issues are real, but they are not insurmountable. They can be addressed through the use of Remote Office Hosting Centers located around the suburbs of large metropolitan areas. Remote Office Hosting Centers would lease offices to staff from multiple companies in a shared office center located just down the street from where people live. Privately run ROHCs would provide a real office, professional grade internet, a phone system and security card scanners which would also track work hours for employers. GSA already utilizes these types of facilities around the DC area for federal employees. Private industry could just as easily lease individual offices for employees from private companies around metropolitan areas.

For telecommuting to be successful, staff needs to be given all of the tools needed to do the job ??? a private office, professional network and phone system. People also need a place to go to work and a place to come home from at the end of the day. Remote Office Hosting Centers could be located anywhere and leased from office management companies. Why do people have to go to an office? If you bring the office to them, then you have the best of both worlds and you have a much better chance of success.
