Complete philosophical shift required
In my part of the country, most companies don't allow telecommuting or they do in an emergency situation -- even if they furnish their employees laptops. They require the rank and file to show up every day wearing business casual although there is rarely ever a chance for clients to come in. It's part power trip and part "we don't trust you". The purpose of the laptops by the way is so you can be on call all of the time. In other words, they trust you to work from home in the middle of the night, but not in the middle of the day.
