Ironically, as soon as the iPhone with the fantastic Safari browser came out, a ton of iPhone-optimized sites (essentially just fluffy mobile sites) sprang up. We actually did a small for a client last fall (at their request) but eventually abandoned additional development on it once we realized how little traffic it was getting in comparison to their 'regular' mobile site.

In some instances I actually prefer mobile sites on my phone, especially whenever I drop out of EVDO coverage. But with 3G becoming more prevalent and full-featured browsers now emerging on all platforms (S60's browser, various flavors of Opera, Netfront, even the next iteration of IE mobile) it just doesn't make as much sense to spend additional time on the development of mobile sites.
