It is a process to hit price points that will work everywhere. OLPC has
at least hit price points that mean probably hundreds of millions more will now be able to afford computers. True, there are billions in need, but, prices will come down further, and thanks to OLPC, the world is now engaged on the problem.

Do not forget, that there are millions of kids in DEVELOPED countries that do not have access to computers. The dropping prices might not reach everybody, but it IS a major breakthrough!!!!!!!!!!!!!
