Call me a bit cynical
The advantages of building a framework so that open source products could run in the Windows Platform are many, but the fact remains that like communism was to capitalism, the underlying business model is contradicting. Even today, we have many products of capital markets being used in non-capitalistic markets (read China, Russia etc..).

The fact is making such an overture to Linux is more likely to benefit Windows than benefit Linux. Programmers who migrate to this would end up wanting to write programs to reach more people (read Windows platforms) than write for an exclusive niche.

If Microsoft indeed does such an overture, the thing is should Linux embrace it, or spurn it. Given the fact that Linux has been doing pretty well (and i am not talking numbers in the desktop market) on its own - Ubuntu, RedHat etc.. I think Linux should stick to doing things the traditional way, and should it be unable to survive the test - then Microsoft should be recognised as the winner. This dilution of the programmers pool will neither help linux nor please the windows programmers, who have always made a decent pile with their programs.
