I may be mistaken, but I thought that Skype itself advises that it is NOT a replacement for a landline.
So what kind of business, small or otherwise would rely on Skype exclusively for their phone service? And why is it Skype's fault if they did?

The Skype outage may well reveal cracks, but the claim of damage done to business is hype and FUD pandering. Business that were damaged need to do a serious, eyes wide open reassessment of some of their business decisions.
