First 'IE' *was* Mosaic
MSFT licensed Spyglass Mosaic, based on NCSA Mosaic. No IE before that. Sharing libraries with the graphical "desktop" shell was a reasonable design decision. (And of course it wasn't original. Solaris and HP-UX did it years before MSFT got around to it.) To see it done right, check out Konqueror on KDE (www.kde.org, www.kubuntu.org).
