Right idea for the wrong reasons.
The current IT department is broken from a user standpoint (that is me BTW). The
idea that:

"An IT engine room: These folks would focus on infrastructure, application
building, operations and support. This group would take orders from the business
process office and be headed by a chief resource officer."

is fully workable, is almost laughable. In the proposed solution, it sounds like the
purpose of IT has been isolated even further from its reason to exist. To serve the
"worker bees".

That is the sole purpose of IT, IMO. To facilitate me getting my job done. It does
not matter if I am in sales needing marketing (web pages) or software needing
specific compilers (say Borland C 3.1 build 06/10/1992). It really is the simple job
of IT to make sure workers have the tools needed to get the job done. Except for
broad common tools, IT should have little role in picking the tools best suited to
specific projects.

I missed reading about the group that is responsible for this.
