Probably seen as a lost cause
A number of years ago, in response to a
reporter's question, Jabs said that he did not
have much hope for Apple's penetration of the
enterprise market.

Since that time Apple has done well catering to
the consumer and specialty markets (graphics).

My guess is that Apple thinks there are enough
consumers and small business types oput there
to create a very large market, ala ipod.

I really feel that the tie in with one carrier is a
bigger impediment.
