It's a case of playing to your strengths.

Trying to produce superior products hasn't turned out so well, so Intel is going to dump a few billion on marketing promotion. No way is any other company going to match that, and if they put those $$$ where it will do the most good [1] it should be a decisive move.

[1] Directly to OEMs as a "promotional allowance."
