How much hydrogen
Well i don't know the actual amounts im not a geologist or anything but i know their more hydrogen in the earth than their ever was of fossil fuels. All the hydrogen that wasn't pulled in by the sun during it's formation was either pulled in and became part of the planets or was blasted back out into space when the sun first fired to life.

Jupiter itself as i posted before is mostly hydrogen. It's hydrogen in it's liquid stated due to the emense size and gravity compressing it. If you've ever looked at nebulas their just big clouds of hydrogen and helium plus orther misc elements from previous stars stretching out for lightyears and acting as nursery's for new stars and planets and they contain dozens of stars in the process of formation in them.

So hydrogen is around in abundance not just in the sun or jupiter or in the universe but in our own planet and thats how i know that theirs more of it than we ever had of fossil fuels.

As far as useing water goes it's possible but current hydrogen powered cars at least that i have seen are designed to use actual hydrogen to power the vihicles engine and the byproduct from this is heat and water. Water that could be used for drinking or watering plants or animals. Why that happens is because the engine doesn't burn the hydrogen but rather strips electrons from them and uses the electrons to power an electric engine. The hydrogen atom at this point bonds with another hydrogen atom and a oxogen molocule and becomes water. Which can be used combind with the heat from the process to power a small turbine to create aditional electricity to power the engine after which the water flows out the back of the car like exhaust does in gas powered cars.

As far as useing hydrogen or rather electrons from hydrogen in water it's possible but i think it would probably require a redesign of the current hydrogen engine design though i could be wrong as im not a scientist so my knowledge is limited to the science classes i took and shows i've seen about space and science and articles i've read on hydrogen cars. I wasted a lot of time over the last couple decades.

But as far as you're new car running on water the answer is no but it will give water. happy
