It was found to be so by the EU Commission in the case of
bundling WMP with windows. The same strategy would
apply here, under Article 82.

No-one was forced to use WMP, however its inclusion was
found to skew competition in an entirely unrelated market,
media servers and content production.

This API will immediately increase a games developer's
market to many times the total number of consumers that
have bought an XBox. Clearly this will have a significant
skew factor on developer platform decisions, and this
decision is totally unrelated to the merits of the underlying
technologies.
