What's that mean? Nothing. If it did:

i) They wouldn't be restricted bundling WMP in EU

ii) They wouldn't have been fined for restricting access to
window's workgroup API's

iii) They wouldn't have been forced to discontinue
influencing cable providers in Europe for next gen digital
media standards

iv) They wouldn't have been forced to change OEM license
agreements for windows in the USA

v) They wouldn't have been forced to offer non-
discriminatory access to their API's to competitors.

and many more. There are actually laws restricting
proprietary companies, even large global multinationals!
These laws are to protect consumers, not the interests of
the company.

"Yes, the MINORITY shareholder in the game console
market is a BAD COMPANY for making it EASIER to write
games that target more than one platform."

And just what was the result in the browser market for that
minority market share for IE?

Just how will this move advance competition in the games
market? Or is it simply benefiting MS with the potential to
damage future competition?
