That depends on how you look at it

The PS2 is easier to develope for because you can do it. The X-Box is harder to develope for because you have to pay $10,000 a pop for developement tools. So in that aspect it is easier to develope for the PS2.

But if you have the X-box dev kit you can develope a lot easier than you can with the PS2 tools. Just assumes you have it. If you don't then the X-box is more difficult develope on. Actually eventually you have to buy the kit but many game companies produce thier games on the PC first then port to the X-Box if it looks good. In this day age most game companies have done this already.
