One thing I've read and heard about
is development teams wanting to present gamers with the most they can in the development time that they "suffer" under. They license some other developers graphics/physics engine so they can concentrate on other aspects of their own project, like storyline, character development, cut scenes, multi paths of user exploration, code testing and beta testing, and whatever else they should do before going gold for the masses. Each box maker has development tools, supposedly to ease the process of porting or crafting code to their hardware "emotion engines", but ultimately, if a game is crap or minus online playability you can put dollars on it being a rush to release on a non-coders business deadline (dear executive head of the publishing company holding our wages hostage . . . for a copy cat game or theme).
