That's funny... all the developers I have talked to have stated exactly the opposite. That the PS2 is a bear to develop for and the XBox is relatively easy (especially for developers coming from the PC side.)

The reason several XBox titles take a back seat to PS2 titles is simple economics. XBox and Gamecube each only have like 20% of the console market where the PS2 commands the rest. That means any title released on the PS2 has a much larger target and is simply going to sell more copies.
