You could also
ask a local Linux geek to build you a solid PC. I do it all the time for people, and yes I will install Windows if they want it, I just steer them away from WinXP. Put them on Win2K if they insist on Windows.

But you will find that the greater majority of your Linux geeks (myself included) are very savvy at building a variety of systems, from low budget to full blown screaming game machines. One of the awesome benefits of Linux, you learn about the hardware and how it all works and what is crap and what if not crap.

To be honest in the first 3 months of using Linux I learned more about my PC hardware than I did in close to 2 years on a Windows machine. I started back in 99 when I had to modify the source code for some drivers and then recompile them to get them to work. My first time dealing with programming too.

But to reiterate, if you find someone local that is a Linux user and has been for a while, he/she will build you a machine that fits your needs and your budget. And usually they are pretty good about helping with any problems that may arise as well.

Just a thought...
