A result of red hot competition ...
In many ways these practices are a result of excessive consumerism and red hot competition, combined with greed and lack of integrity on the part of vendors. It runs in a cycle.

Competition brings pricing to a level where it is not sustainable. In other words, PCs sell at prices that are less than the cost of building them. The consumers come to EXPECT this newer lower price tier and label it as the REASONABLE selling price. The vendors bleed in hopes of killing off competition before they themselves go under. The vendors with the MOST integrity often fail first since they are actually trying to deliver on their promises. Those that are left are the sharks and they grow to a massive size as they offer lower prices and than fail to deliver. It is very likely that Dell is simply one of those, a surviver. This whole cycle is extremely unhealthy.

I remember having a customer who asked me to sell him a PC. He wanted 1) a very low price, and 2) he wanted a model that was tops in performance and that would 'do everything'. I responded that those two criteria simply didn't fit together very well. He left angry and later came back and told me that a major national vendor had no problem in delivering him a product that was dirt cheap and 'tops in performance'. Now tell me, how honest do YOU think that vendor was being with this customer?
