Hand held device is a two party integration.
HW and SW.

Palm provides both of them. The rest; HP or Dell "with" Windows CE.

Though I believe that Windows CE is quite good, it rely heavely on HP's or Dell's capability to sell their HW. I would considered fairer to compare HP vs Palm and Dell vs Palm instead of Microsoft vs Palms.
