Because of the very high investment one may have.
My best friend has three large bookshelves of VHS tapes collected over the years before tha advent of DVD.

My sister has two Mid-sized bookselves of the same.

Yes, they can convert them to Digital format and place them on a NAS or store directly on a TiVO or PC but not without a VCR. Something hase to play them.

And what do I do when I go to borrow "Casablanca" from my friend? Do I borrow his TiVO? Do I take his NAS? DO I connect a USB HDD to his PC and download it? Or do I say, "I'm gonna grab this VHS Tape and bring it back tommorow."

Then, if I were into boot ripping, I coould easily record it in my preffered file format, sample rate, resolution, etc, while I was watching it or as soon as I get home and then watch it at my leasure later. No heavy equipment, no fragile HDD's, no hassle.

Low-tech rules --sometimes.

Why a keyboard and mouse? Because maybe I'm not interested in everything TiVO can do but anything I can do.

Why Win OS? Good question. I'd use Linux --which TiVO uses-- or BSD.
and will probably buy us another TiVo very soon...maybe 2 more.
That answers the question, "Why a PC with a NAS device and...?" With a EasyNow! PC or something of the like, a home network and a server/NAS unit for the PC-TiVO, each room can have it's own controls for the same system with independence or remote program sharing as desired.
