Crime, during prohibition, went up a considerable bit as well as arrests. More people were getting arrested and these people occupy the public. Sure, it still wasn't the majority, but the numbers did increase. If prohibition lasted longer, it might have gotten out of control enough to be the majority of the public. Just hypothetics mind you, but I see it as one of many logical conclusions.
