Correct on both counts
The rental kiosks require the use of a credit/debit card that is tied to the movie rental. SO if you are late, it will continue to debit your account until you return it. However, the machine is supposed to "release" your information once the movie is returned. The local kiosks at Smith's and at McDOnald's (where do they get this Denver testing junk? We've had the machines locally since last Spring.) are timed for 24 hour rental periods. If you don't plan to watch the movie that night, you will start getting hit for late fees. No kindly live clerk to fix the time if you get in at 12:01.

The self-destructing DVDs were tried before, but didn't work. Heck, Pizza Hut tried selling the movies with take-out and no one wanted to pay $4.99 for a movie that would die after two days' exposure. Besides, for not too much more, you can buy the new releases for cheap on the first day or wait a month and buy the used copies from Blockbuster or whoever.
