I am from a third world coountry
and powerfull PC'c are not always good. Why? Because most people do not have A/C. So? So a computer that runs fine in the ATL in the summer or in CHI Town in the middle of July where some middle-class baby boomer is sitting in his home office/den surfing and enjoying 72 degree coolness, someone in Kingston, J'ca at the same time is sweating at 96 degrees in the shade. Guess what the temp on his MD is? How about the CPU?

Okay, unfair question because you have no idea what processor he is running. However, I think you get the idea that a cool, 1watt CPU makes sense, right? The less power it burns, the less heat it produces, the less chance of failure.

In the early days of the PentiumII, it was funny to see the amount of systems that died from heat exaustion in J'ca. The consumers never thought it was funny. Everyone turned their systems on and off as often as they used it to save power. You went to lunch, you shut down. Went on a cigarette break, you shut down. Going to the bathroom... okay, maybe not.

But saving power and preventing overheating is vital in the third world.
