You all have missed the point...
The machines you have chosen to compare have relatively high power requirements. This one will not need a fan (electrical cost added to computer), will run cooler (less power required for environmental comfort). It is tailored to nations that have exponentially far less than any of us who post here regularly could imagine.

While the Walmart machines appeal to consumers WHERE there are Walmarts, I doubt that they (Walmart) are a presence in the countries AMD is targeting with this configuration.
