Easier Solution
I kind of agree with the lone dissenter. Let the free market decide. The government ultimately screws things up more, anyway. I don't use Windows I use Linux. I don't worry about "anti-virus" software or spyware. There are alternatives out there (Linux, Mac). But I guess we need a "Nanny State" to take care of us when we are too stupid to solve our own problems. How much of this spyware is part of other programs downloaded and installed by users who should be a bit more savvy about what they install? Trusting unknown software is like trusting everything you read on the internet.
