It was planned that way
MS did not have anything to offer which would generate large revenues. So what did they do? Made some superfluous changes in Win98, removed the feature of booting to dos & added more hardware support.

People like idiots lined up to buy their upgrade copies at $49/-. That was one fast one if ever pulled by MS.
