What do you need it for? For photos, the vast majority of features are available in Elements and unlike the early days, elements now can use plugins. I haven't seen CS3, but I've got CS1 and I've seen the features of Elements 5.0, and I have to believe that Elements covers the features that most people need outside of a work environment. Now if you need non-photo tools, then there are probably other tools that are up to the task.
