Slightly off...
While I agree inkjet printing can be expensive - I don't think it's as much conspiracy as you think. When you install a new inkjet cartridge, I believe it takes some of the ink and draws it into the printer head, ready to use, and possibly leaving only 75% left in the cartridge itself. It doesn't actually use 25% to clean the head.
