Optics are more important than the sensor
If your camera doesn't have a decent lens, you're not going to get much of a picture, no matter how sensitive the ccd is. That's why camera phones always suck--no matter how many MP the sensor is, you're still dealing with a tiny plastic lens.

Buy a camera with a high quality lens, with at least a 5 MP sensor and you'll get good quality photos for regular non-commercial type use.
