Zune is for Xbox Owners, not General Public
Zune is complementary to Xbox 360. It doesn't really stand on its own. This article touches on what should be more obvious.

In Econ 101 we learn that when the price of an item is low its complement can be priced to make up for that low cost. The article reminds us that Xbox looses money for Microsoft. Microsoft has the classic loss leader which is meant to entice the purchaser into a more highly priced complement. The two products together represent normal pricing all other things being the same.

US consemers could be harmed here. Lets say gifters can't find the game machine the gift getter really wants and instead get an Xbox, saving themselves some bucks. The owner then gets Zune to make Xbox more attractive in his/her home.
