It's easy to stop them, just like allofmp3.com ...
Just tell Visa and Mastercard to deny all charges from the vendor. That's what the US government told them to do on allofmp3.com, online gambling, and other sites that are "disapproved" of by the Feds.

With the de facto monopoly that the US has on credit card processing, it's a simple matter to control what content and merchandise can be purchased over the Web, because there is no real alternative monetary system available.

This will probably change in the next few years, as overseas merchants and foreign governments begin to realize how much control this provides the US government over Web commerce. There are a number of micropayment and "intermediate cash" companies who are trying to fill the gap, but they are quite scattered and surcharges are high. Most of them are oriented towards the "rough" side of the web like porno sites. And the Feds monitor them like hawks because they do exactly what the Feds don't want: bypassing Federal monitoring and control. If they or the media cartels get irked enough by such companies, the Feds will shut them down using money-laundering laws that were meant for the "war on drugs" or the "war on terror".
