Sounds like community standards to me
The question is, is viewing or playing violence in movies or games an unacceptable influence on the behavior of others in comparision to other influences?

So, if I lived in a largely church going community, the violent behaviour in the games would be considered an unacceptanble influence, considering that that kind of thing doesn't occur regularly in our community, so comparitively the game is very bad?

Or are you saying that since the kid was already neglected that it really didn't matter about the games influence?

I'm not disagreeing with you if it is the former, but the latter, I'm not sure about that.
