Ain't the gaming industry that needs changes necessarily
Actually, the government is only granted the right to make laws based on the will of the people it represents.

"Decency" laws are quite a ways down a slippery slope of violating the rights of others in that what one provincial, restrictive group thinks is wrong is foisted off on the rest of us who don't happen to agree with them.

"good taste", "unsavory practices", and "selling scum" are all personal value judgements. I personally like to look at the pictures in Playboy and Penthouse. Yet a rather vocal minority would love to ban those publications. I haven't gone out and raped anyone, still treat women better than I should (being raised old school to respect 'the weaker sex' kind of puts me at a disadvantage), and ultimately return equal value for value received.

Is there a tendency for viewed violent behavior in movies to influence the behavior of people, especially younger ones? Is there a tendency for played violent behavior in games to influence the behavior of people, especially younger ones?

The answer is yes. However, that's an answer to the wrong question. The question is, is viewing or playing violence in movies or games an unacceptable influence on the behavior of others in comparision to other influences? In almost every reported case of violence linked to shows, movies or games, the person(s) committing the crimes already had a long record of violent acts, and had been far more greatly influenced by other factors in their environments than just a video game; things like abusive, neglectful parents (if any were even present), to being shunned and reviled at school by the other children there for minor differences.

Remember the kid 20 years ago who killed himself in a Dungeons & Dragons game-like ritual? His parents had such a pattern of neglect that had social services known ahead of time, they probably would have pulled him out of the house. Not only were the parents neglectful, but they were in a total state of denial over it.
