So what you're saying is that the government says "you must do this or that, so you do, and they say "that's perfect". 2 years later they come along and say "We changed our mind. You can't do this or that anymore, so since you did what we told you to do in the past, we're going to fine you now"

No,any company can be greedy, and it sounds as though someone is trying to make excuses for Apple.
