No, my point is this - taking the same scenario you mentioned here - if there are many illererate people in a community and if they use a series of grunts for communicating, then you don't have to conclude that that's all there is to the language, but you can consider those series of grunts a part of the language of the community. There is nothing wrong in adding those grunts to the dictionary, if there is a way to write it in dictionary !
