I just did a google search for "not as big of an issue" (in quotes for an exact match) and I got hundreds of them. That means it is being used by many people whether it is right or wrong. But, after all, what is right and wrong in a language ? If enough people use it, a wrong becomes right in a language. When I first came to US, I used to have a hard time accepting the fact that two NOs does not make it a YES here.
