Pure political grandstanding.
Let us consider for a moment.

Said impressionable young mind is playing GTO on a PC in all of its fine violence and sexual innuendo. Let us assume for the sake of argument that this is not damaging to them, but the "hot coffee" portion may be. Now they learn of a patch that will modify the game to show a simulated sex scene. They hunt it down, download it, install it, and then go through the trouble of taking whatever actions in the game cause the scene(s) to be displayed.

If said young mind bothers to do this, they are quite capable of downloading more explicit videos from the 'net. While I can understand that not everyone would instantly realize this, I really find it difficult to credit that the politicians and FTC members involved did not realize this after even the briefest of investigations.

No, they found it expedient to play to the social right and make this an issue to gain credit with that group. They did not pursue this because they truly feel they have struck a blow for a better society.

Going after this is akin to fixing your dripping faucet while there is a giant hole in your roof during a thunderstorm.
