Besides the fact that they could regulate who services their equipment based on the training they give their technicians. The only downside for the local shop that I see is a perceived conflict of interest - the customer might perceive that they can only get their Dell serviced there, or that other computers will be charged extra.
The comparison I'd like to see is with a new car dealership. I own a Honda, and when I need any warranty services I'll go to the local Honda dealer. With Dell, they could contract with the local shops for specific warranty services and bill them. Maybe they figured that trying to manage 5,000 new 'accounts' would be too much for them to want to worry about...
One thing's for certain: the first company that does this will experience a VERY nice boost in customer satisfaction, and maybe even sales
