Nothing will stop you from upgrading video cards. The cost will be no different than today where you have to upgrade the video every 18 months.

Also most games come on consoles not the PC. PC games are a niche market for the most part. All the big game titles are console oriented and sometimes they get ported to the PC. So even if you were correct on video card issues this still would mean on a very small part of the video game market would be affected.
