Showing if the education ministry (of whatever country) is interested in the laptop, and whether the education ministry is signed up for prototypes.

Many of the countries signed up are in South America and one of them is India. India plus all the countries in South America are democracies, so the democratic representatives of the people are in favour, therefore it follows the people are in favour.

China is also signed up. You could say that as China is not a democracy, no such mandate is applicable, however, if I was a Chinese peasant farmer, I'd be in favour of my kids being on the right side of the digital divide.
