Kill two birds with one idea
First problem: excessive amounts of older, slower computers are overcrowding landfills, Goodwill stores, closets, etc.

Second problem: Poor African kids need to learn how to use computers.

PROBLEMS SOLVED

Non-profit organization receives donated computers from corporations or consumers of new computers. Non-profit organization assesses the condition of each piece received; if usable, volunteer computer technicians wipe off everything there is on the computer (complete reformatting, overwriting everything times 10) then install the Linux distro and other software, like a reimaging. If some pieces need to be updated (ancient hard drive, wireless networking, etc.) a large computer corporation **cough cough Dell or HP cough cough ** agrees to provide $X,XXX,XXX of donated products. A retailer could also provide some of their outdated products, etc.

There would need to be a nationwide advertising campaign and drop off place (I'm thinking every Radio Shack or Walmart in the country would be perfect), which is then shipped off to the recycling center.

It seems like I heard about someone doing this on a local level. The money is likely there as far as grants and such go, but cooperation needs to be there also... Any takers, or has this already be done at some level?
