The Researchers are paid not to work elseware
Microsoft has this anoying tendency of taking tallent and shelving it. Putting in in a place where the sun don't shine but mostly keeping the tallent from competitors and from advancing the state-of-the-art. The other annoying thing is Research and Development that actually was an acquisition. The US tax code for some strange reason allows tech firms to do that. No real research is done.
